Drivers say Alabaster mayor crosses line

The mayor of Alabaster (a south-of-Birmingham suburb) says he isn't taking the law into his own hands. He's merely tailing people in his official vehicle and then calling police to the scene to charge them with traffic violations. Which is completely different.
