Bill would restrict commutations

"You know, we're not killing nearly enough people. What we should do is restrict the governor's power to commute death sentences!"

This wouldn't actually do that. It would limit the governor's commutation power to only changing a death penalty conviction to life without parole. You know how many death penalties have been commuted in this state, by the way? One.
