The Nando Times: Delaware compiles future suspects list

Delaware does seem to be trying for "worst state in the Union" status, huh? As an Alabamian, I say they're welcome to it.

Anyway, this is just brilliant. They're letting police decide who they think is likely to break the law in the future. Then the "suspects" -- many of whom have no records at all -- go in a database. Guess what color most of them are!
