I don't believe for a second that the positives would outweigh the negatives in such a plan, but the Bush Administration is probably already planning to build the environmental section of the State of the Union around it.

Won't it have more planet friendly for the conference to be held by the net instead of all of those ozone depleting, atmosphere destroying jet flights to bring every one to Nairobi?
Increasing pollution did save the planet in an episode of Futurama.
