I can think of a few reasons

Officials wonder why few ride buses

1. They're nasty and the climate control is bad.
2. They don't run as scheduled.
3. The routes often don't make sense.
4. I know of one bus route that only runs once per day in late afternoon.

The few buses I've seen near me (Highland Avenue and Montclair routes) have been very clean and cool.

The route thing is a catch-22 as they base routes on ridership and ridership is based on schedule and routes. A VERY difficult problem to address when your riders are scattered over a wide area with irregular work schedules. It may even be intractable enough that traditional bus service isn't the answer and something more flexible, like van service, is needed.

It also confuses me that there's no bus service to the airport.

Well, I'm mostly familiar with the buses in Bessemer, about which the less said the better.

Looks like the bike-to-bus connection could work for me to downtown Montgomery and back home... and gas might just go up for July 4th, then again for Labor Day... hmmmm.

Your archives do not work for me. Every time I click on them I get re-directed to a page about baseball.

The archives are there, they're just not at the place linked. I don't know why.
