New type of water is said to be better than regular water

Hey, pseudoscience in my hometown!

Penta water [is] produced in California by Bio-Hydration Research Lab Inc., and Energy Water [is] produced in Northport by a local chiropractor.

In its literature, Penta claims that its technology reduces water to its purest state by reducing the size of the H20 molecule clusters in water so they can move more rapidly through the body. According to Penta, the body can absorb the water faster and more completely than regular water.

I don't understand why claims like this are legal. What is the FDA for?

UPDATE: JC sends me to this James Randi commentary that deals in part with the Penta water people. (Second item.) Randi is great, of course. These quacks are not, and I reiterate, why are they allowed to sell this stuff?
