I'm guessing, however, that some of these chaplains were punished for things that would not, ordinarily, be considered criminal. The real link here is that the Army appears to have been a dumping ground for child molesters. I would guess the Church didn't realize that army bases aren't adults-only; for one thing, a lot of soldiers have children.
